Maybe your IELTS score is a bit low given your other variables...
To troubleshoot the problem with precision, manually calculate your eligibility points.

Let's see... you have these points:

Language (6points +4points +4points +4points)=18 points
Work Experience (3 years) = 11 points
Education (Two or more degrees) = 22 Points
Age = 12 points, by assuming you're between 18 and 35 years old, which gives you max points. (What's your age?)
Job Offer= 0 points (I safely assume)
Adaptability = ? (Do you have any relatives in Canada? Or Spouse language results if married?)

With just what you have here, it doesn't seem you have enough points. I don't know your age but even if you're at prime age, meaning between 18 and 35 years old, you get 12 points which is the maximum. Totalling 63 points. If no adaptability points, then I'm afraid you're 4 points short to be eligible.

If you don't have any adaptability points, then I'm afraid your only solution is to get better IELTS results. You only have 18 points in language, out of a possible 24 points.

Okay, having a sister in Canada who is a Permanent Resident changes absolutely everything for you. It takes you from 63 points to 68 points. You will become eligible.

Work experience of 2 years gives you the same points as for 3 years, no worries there. By the way 2.5 years counts as 2 years. The gap that you have is not an issue here.

So let's compute again. Here is what you get:
*******************
Language (6points +4points +4points +4points) = 18 points
Work Experience (2 years) = 11 points
Education (Two or more degrees) = 22 Points
Age = 12 points (Aged 28)
Job Offer= 0 points
Adaptability = 5 points (For relative currently living in Canada)
Total: 68 Points. Now you'll be eligible. You weren't before
*******************
Besides having better language scores, it's claiming points for relatives is your only safe and realistic chance at becoming eligible. You will also get 15 additional CRS points for that. ;)
You'll have to select "Yes" to the question do you have any family members in Canada. Your profile will becomes eligible after that.

However, that being said, do note that in order to claim points for relatives, you'll have to get from your sister the following documents:

-Proof of Status: That's going to be her PR Card, OR Confirmation of Permanent Residence IMM 5688, OR Record of Landing IMM 1000
-Proof of Relationship: The best document for this is both your respective birth certificates to show that you have at least one same parent. If you have another document that clearly shows the name of parent in both documents, that works too.
-Proof of Residency: Your sister needs to be currently living in Canada for you to claim points for that. So she'll have to provide you with a proof of that. That could be something like a current lease contract, utility bill... Any of these proof of residency document should be issued no more than 6 months.
