Hello,

First of all, some background information about my application:
  • I have submitted my Express Entry profile on October 29th, 2019.
  • My overall Comprehensive ranking system (CRS) currently is 438.
  • CLB 9 equivalent (IELTS General Training results: L 8.5 R 9.0 W 7.0 S 7.5).
  • I am 26 years old.
  • No job offer.
  • 3+ years of work experience, working full time as Software Development Analyst.
  • I fall under NOC 2175 Web designers and developers.
I am afraid it might take too long (or never happen) to receive a Notification of Interest (NOI) from a specific province. Currently I am researching a lot about the available Provincial Nominee Programs (PNPs) that do not require a job offer. Am I in the right direction? Should I wait a NOI or should I try for a PNP myself? If so, which one?

You seem to be on the right track! The OINP tech draw does target some of the NOC groups in the Tech field (your NOC Code is one of them). Your EE CRS score is within the range of the minimum score that got invited in the previous invitations (https://www.ontario.ca/page/oinp-express-entry-notifications-interest). I'll say you have pretty good chance of getting an invitation from Ontario next year. Make sure that you checked Ontario as one of your favorite destinations in your EE profile) .

@mikko008 thank you for your input! Following the link you have provided, I see that there was an Issuance of Notifications of Interest under Ontario’s Express Entry Human Capital Priorities Stream on August 1, 2019, for candidates with work experience in some specific NOC codes, one of them being mine. I also see that for this specific issuance of NOIs, the CRS score range was 435-458, which I would have qualified. Although, one thing that worries me is that there were only two issuances of NOIs in 2019 for my NOC, and only one of them I would have qualified.
In my Express Entry profile, I have selected the option that says that I would be interested in all above mentioned provinces as destination, so for this option I should be good.
