I am working as Stress Engineer (contract position) for a very reputed Aerospace company in Montreal in Quebec province under work permit for last 4.5 years. My job comes under skilled worker NOC A 2146 Aerospace Engineer category. Last year (March 2015) I applied for PR under CEC category but got refused because of lack of arranged employment outside Quebec Province! Now I have a permanent job offer from a reputed Aerospace company in Vancouver in Biritish Columbia province. I do not have the LMIA approval for this job yet? Is just the permanent job offer without the LMIA approval sufficient to get the PR approval under CEC (Canadian Express Class) program? Please clarify. Thanks.

I think you're elegible now.

Under CEC you don't need a job offer, just meet these requirements

For EE if you want to get 600 points you need a LMIA, not just a job offer

But if you can obtain at lest 450 points you can get a ITA.
Between 400 and 450 bet chance is to get a Ontario PNP Invitation.

The problem with your previous application was you intended to live in Quebec, so only Quebec inmigration programs are available for this.

You can still apply for Quebec if you want to stay out there, you should check Quebec programs.

Has this employer applied for an LMIA?

In any case, you do not need an LMIA to apply. The first step is completing the Express Entry "Expression of Interest" (EOI) profile. To do that, you need to have valid language test scores (IELTS or CELPIP) from within the past 2 years. If your education was outside of Canada, it is not required to get a Credentials assessment for the CEC program (it is required for the FSW program), but you will get more points if you complete the credentials assessment.

I forgot, to have a job offer is a requirement for EE, so I think you can create a profile and see how many points you have

??? No, it is not. But it is part of the definition of having a "valid job offer" for the extra 600 pts...
 
In CIC we trust - CIC don't want to approve PR for legitimate foreigner working in Bombardier!
With permanent job offer and some years of experience, the OP should not need LMIA to obtain ITA for EE. The cutoff CRS is lower than ever now - guessing almost all applicants with LMIA has been used up for EE, CIC has to pick applicants without LMIA.
However, if OP's credential are not Canadian, OP should obtain ECA asap.

Hi guys,
My application is CEC express Entry.

My AOR date is April 19, 2018
Status was NA for a week
Received Additional Doc request (Schedule A) on Apr 25 - I submitted same day
Medicals passed the next day Apr 26
The status is still 'In process'.

Any idea whether I am in IP1 or IP2?
