Hi everyone,

I recently submitted my Express Entry PR application under the Canadian Experience Class (CEC). I studied and obtained my DEP in Quebec, and I have lived and worked exclusively in Quebec until now. I declared Ontario/Mississauga as my intended province of residence, and I included all supporting documents:

  • A valid, signed job offer in Toronto;
  • Proof of housing search in the GTA;
  • A letter from my landlord allowing immediate lease termination;
  • Job search history;
  • A detailed Letter of Intent demonstrating my sincere plan to move.
I’m also awaiting my Bridging Open Work Permit (BOWP).

I have a few questions about my situation:

  1. Job start delay: My Toronto job starts in 3 weeks, but I may not find housing in time, and the employer may not allow a later start. Since IRCC cares about intent to reside outside Quebec, will it matter if I haven’t started my job yet?
  2. PR card address: Can I give a temporary Toronto address (e.g., Airbnb) for PR card delivery without affecting my application, even if I am still physically in Quebec?
  3. Telework flexibility: My current Quebec employer requires only 2 office days per week and allows 6 weeks per year fully remote from anywhere in Canada. Could I live near the Ontario-Quebec border while working remotely, and would this still satisfy IRCC’s requirement for intent to reside outside Quebec?
  4. Alternative plan: If I keep my Montreal job but live near Ontario, is this acceptable for IRCC, even though I declared Ontario/Mississauga as my intended destination?
  5. Timeline / Additional Document Request (ADR): If IRCC needs to verify my intention to reside outside Quebec, when during the PR processing timeline could they request additional documents? Should I expect an ADR before final approval or closer to card issuance? Any insights on typical timing after submission would be very helpful.
I’d greatly appreciate advice or experiences from anyone who has navigated CEC PR as a Quebec graduate living and working in Quebec, intending to move out-of-province, especially regarding IRCC’s ADR timeline for intent verification.

Thanks a lot!

Title: Express Entry CEC – Questions about Intent to Reside Outside Quebec & ADR Timing

  • A valid, signed job offer in Toronto;

I have a few questions about my situation:

  1. Job start delay: My Toronto job starts in 3 weeks, but I may not find housing in time, and the employer may not allow a later start. Since IRCC cares about intent to reside outside Quebec, will it matter if I haven’t started yet?
  2. PR card address: Can I give a temporary Toronto address (e.g., Airbnb) for PR card delivery without affecting my application, even if I’m still physically in Quebec?
  3. Telework flexibility: My current Quebec employer requires only 2 office days/week and allows 6 weeks/year fully remote anywhere in Canada. Could I live near the Ontario-Quebec border while working remotely, and would this satisfy IRCC’s intent requirement?
  4. Alternative plan: If I keep my Montreal job but live near Ontario, is this acceptable for IRCC, even though I declared Ontario/Mississauga as my intended destination?
  5. ADR / Timeline question: I’ve heard IRCC sometimes requests a final Additional Document Request (ADR) to confirm intent to reside outside Quebec just before PR is finalized. Does this happen before final approval or just before sending the PR card? Any experience with timing of this last verification would be very helpful.
I’d greatly appreciate advice or experiences from anyone who has navigated CEC PR as a Quebec graduate living and working in Quebec, intending to move out-of-province, especially regarding IRCC’s final intent verification process.

Thanks a lot!
