Expired PR Card and issue of visit visa

Hi since receiving my PR card, I have been living outside Canada in UAE for the last 5 years (PR card has expired). I have three children of whom one does not have a PR card (4 years old). Can I apply for a visit visa to Canada for the 4 of us?

You and your family can voluntary relinquish the PR card at the Canadian embassy/consulate and then apply a visitor visa for the entire family.
