Expired NBI CLEARANCE (PHILIPPINES)

Is anyone of you experienced submitting expired NBI Clearance then the embassy asked for the latest one but you can't provide and just give a explanation letter why you can't provide a new one.? What happen? Did they reject or approve your application?thank you

I believe it'd be no brainer to submit an expired Police Clearance.
If your reason was valid then I believe they will approve.
I got my Saudi PCC waived - when I applied for my work permit before due to the time Saudi processes PCC.
But for NBI Philippines- I do not think they will approve as PCC process in the Philippines is straight forward.

Are you in Canada? Kami kasi we went to the Philippine Consulate to get an NBI form. We sent the form to our relatives in the Philippines who brought it to the NBI main office for us. Then, our relatives sent our nbi clearance back through fedex.
