We have obtained immigration visa by Feb 2010, me as main applicant plus my dependent spouse and daughter, I became a permanent residence by April 2010 but my wife and daughter did not travel to Canada and their visas have been expired, now they want to travel to Canada, can they renew their visas? Or they should go from the beginning?

No they can't renew those visas if they have expired. You would have to make a new application to sponsor them in family class. http://www.cic.gc.ca/english/immigrate/sponsor/index.asp
Ok fine, but now I have intention to go and settle down in Canada by early October 2011, which means that I have no job till now, but I have transferred a good amount of money to Canada, can they accept this bank balance as an evidence to financial support? Even I can raise that amount, as I want them to join me as soon as possible.

Anyways, now the situation is different. Your family will need some kind of visa to come and visit you and the only visa that that can be granted would be Spousal sponsorship ( which is taking enormous amt of time to finalize) or Visitor visa or student visa.
For visitor visa, they will now have to show provide evidence that they will return back to their home country after their brief stay...and IMO, that is going to be extremely TOUGH as they (CIC) already have evidence on file that your family INTENDED to IMMIGRATE to Canada PERMANENTLY.
If you tried for student visa, the DEMAND/requirement/proof remains the same as for Visitor visa:
1.Will return to home country
2.Have enough ties with home country
Your financial assistance will come into effect only when they are granted VISAs.
This is the reason why the formalities of landing should be completed to avoid these situations (For other members).
