Hi Friends,

My employer is not willing to put "To Whoever it may concern" but willing to address the letter to specific person or institution. I assume I can say "Immigration, Refugees and Citizenship Canada (IRCC)". But, is there any specific address I should put for IRCC.

Please help. Thanks.

Immigration, Refugees and Citizenship Canada (IRCC)
Case Processing Centre
Canada
 
On similar note I would like to know if we can use the terms CIC and IRCC interchangeably?

Yes, but better to address the letter to IRCC.
