According to ICBC:

"British Columbia has driver license exchange agreements with these jurisdictions: USA, Austria, Germany, Switzerland, Japan and South Korea. You may exchange your other license for an equivalent class B.C. driver's license (please note that this requires you to surrender your other license upon application). In most cases, you will not need to take a road test if you hold:
• A Canadian or American passenger car or motorcycle operator's license and your license is valid or expired less than 3 years ago.”

However, I was told this is not always the case and sometimes even people from other Canadian provinces must take the test. Why in most and not in all cases you can do the exchange? Does anybody know, how really things are?

You need a drivers extract to prove how long you have been driving, if the issue date doesn't show on the license.
