Hello, my question is:

If a student holds an EU passport, and may be able to study in an English Language Course for 180 days max. , How long does that student need to be outside Canada to reenter again to finish his/her course without having to get an student visa?

Also, if the college or institution appears on the list of designated learning institutions but learning the language, will he / she be able to get a part time work permit?

You need to be holding a study permit to qualify for a work permit. No study permit = no work permit.

There is no rule regarding how long you have to be outside of Canada to be able to re-enter for another six months as a visitor. That decision is entirely up to the CBSA officer you speak to at the border. If the CBSA official feels you are abusing your visitor privileges and effectively using your visitor status to live in Canada - you may find yourself being refused entry.
