Nigerians don't qualify for ETA they need to apply for a TRV.

There is no such thing as an "eTA visa". You are either visa-exempt (eTA required to get on the aircraft) or you are not visa-exempt (full visa application required, no eTA). A Nigeria passport is not visa-exempt. An eTA is only an online record, linked to the exact Number & Nationality of the travellers passport. It is not a piece of paperwork or an entry in the passport.
