eTA and Inland Application OWP Pilot Program??? Quick question

My husband traveled to Canada from Austria back in May, and we are now finally ready to send his inland application in! Yay! As we were putting everything in envelopes and making sure our forms were the most recent version for both the OWP and the PR however we realized that there is a new "eTA" required for visa exempt citizens when they fly to Canada? Since he flew to Canada before the rule change, we should be fine without this number, right?

Also, when we had his photos taken, we were given 2 pages with 4 photos on each. We're wondering if it's fine to send all 4 photos in (they only need 2) since they are attached, or if we should cut the pages. Minor thing but I don't want that to be the reason our application gets sent back!

The eTA has no bearing on the PR application. As for the photos only send the 2 if thats what they asked for. I wonder why they didn't cut them for you, seems odd..
