Error on IEC open work permit - can I visit Immigration at Toronto Pearson....?

Long story short - immigration officer at Toronto Pearson must've been in a real foul mood, gave me a long lecture about "stealing jobs from Canadians", and gave me only ten months on my new IEC work permit. I'm entitled to 24 months, but he had no idea.

Can I visit Immigration at Toronto Pearson without crossing the border...? What would be even better is if I can go to Billy Bishop. Does anyone know?

You can't reach immigration at an airport unless you arrive on an international flight.
