Epec from Singapore will also count as a visa refusal

Hi,

Once my EPEC application for singapore was refused.
if someone know about it, basically it is employment
eligibility certificate which entitled to you search job in
Singapore.

and they assess your application on-line no paper work
so question is that should I mention this also in background
declaration.

Or leave because it is just preliminary assessment to check
that you are eligible for visa or not

i think the refusal for employment eligibility is not a big deal. it is just 6 mths visa to search job in singapore isnt it? however u cn do further checking......
