entry using a work permit issued 6 months ago

Hi All,

Just looking for some advise.

My wife has a Canadian Work Permit. Philippine Government requires Filipinos who wants to work in Canada a POLO certificate, without this my wife cannot leave Philippines. Her work permit was issued on 11th of November 2017 and until now her POLO Certificate is now issued. If the POLO Certificate was issued 6 months after her work permit issuance, can she still enter Canada?
