Hi, I`ve been recently accepted to attend University in Montreal. I`ve already applied for and have been accepted for my CAQ. Earlier this year I applied for a tourist visa and stayed in the country for roughly 5 months. Seeing as my tourist visa is still valid, I`d like to know if it`s possible for me to return to Canada and apply for my study permit from within the country? It`s getting rather late in the year and I`m nervous about the time needed to process the permit request from my home country and to be able to attend school and book a flight on time.
 
You can apply from within Canada - however the application cannot be sent to a visa office within Canada.

The application either needs to be sent to your home country's visa office - or to a visa office in the US. Note that your passport will also have to be sent to this visa office. Do not apply through the US unless you already have a valid US visitor visa (in case you are asked to attend an interview).

To applying while you are in Canada? Yes.

To be approved, one of the things you need to demonstrate is that you have strong ties to your home country and have no plans on remaining in Canada long term. If you have already visited Canada for 5 months recently and then apply for a study permit while you are in Canada, CIC may feel you have weak ties to your home country and refuse you. Higher chances of approval if you apply while you are in your home country.

Even if I have strong family ties back in my country? What if I'm able to show proof that I had been in Canada those 5 months to attend French language school? Also, what if I showed proof of my acceptance to university?

By family ties - do you mean spouse and children - or parents and siblings? Family ties are only considered to be strong if you are leaving a spouse and children behind.

As for the rest of your questions - it might help or it might not.

All I can tell you is that you likely increase your chances of approval by applying from outside of Canada.

Also consider that you are already applying late and it's possible CIC may tell you to defer your studies to the next semester (May or September).
