Hi everyone, hoping I could get a bit of advice.

My husband was approved for his PR to Canada and he is currently in the UK. He works in the film industry so he is currently doing a movie until June.

My question is, is he allowed to enter Canada as a visitor and not activate his PR? This is because he would like to come and see me for a week or 2 but because he will have to leave for a few months again he doesn't want to start his PR.
 
yes, he can enter canada as a visitor and then land at another time. he can just not bring his COPR and if it comes up (which is doubtful), he can explain he's only there for a short time and plans to land at a later date. the only rule is he needs to land by the expiration date listed on the COPR.
 
He needs to have a visitor visa because the Immigrant visa is single entry only so better not use it.

if he's from the UK, more than likely he is visa exempt. if he's visa exempt, no visitor visa is required, is free to enter as a visitor with his passport and does not need to land as a pr.

Yes, but he would have to have an ETA - simple to obtain online and cost $CAD7 IIRC.
