Is it possible to enter Canada on a Work Permit / Visitor Visa or in any other way when an IAD Appeal is pending without affecting the Appeal?

Can the officer at the land border initiate a Removal Order if an RO Appeal is pending?

You wouldn’t qualify for a work permit or visitor visa.

It is like closing all the doors for about 2 years.
Will it not be better if the person enters thru land border before filing the RO Appeal, files Appeal if Removal Order is issued & continues to live/work in Canada until decision is made?

Yes it would be better to live and work in Canada while waiting for your appeal but it still doesn’t guarantee that you will be able to keep your PR status.

You would need to withdraw your appeal and officially give up your PR status in order to qualify for a work permit or visitor visa.
