Does anyone know if I can re-enter Canada before my permanent residence has been approved from OUT-side canada. My concern is that: because I applied from outside canada, will my application be refused because I go into canada?

I am from the USA. I have a valid US passport - and I feel like that should grant me 6 months visitor visa status.
I was issued a one year exclusion for an overstay. My year is coming to an end Oct. 1st. 2014, I would like to re-enter Canada to be with my husband!
 
No - your outland application will not be refused if you enter Canada.

However if you were granted an exclusion order for an overstay, it may be a bit pre-mature to think you can successfully re-enter for a six month period as soon as your exclusion order is over. The past exclusion order will most likely cause immigration to look at your more closely than they would sometone else. When you do re-enter, you should make sure it's clear you're only coming to Canada as a visitor (not to live here) and you should make sure you have evidence that proves you have strong ties to the US and no plans on remaining in Canada long term (e.g. job, property ownership or rental, etc.). I would also suggest that it might perhaps not be very wise to try for a six month visit immediately after an exclusion order for an overstay is lifted. Maybe plan to come to visit for a couple of weeks only - then return to the US for a while and try a longer trip at a future date. Again, you're only allowed to visit Canada at this time, not live here.
 
You can enter Canada based on your US passport, however, as Scylla pointed out. You will likely be under 'heavy' scrutiny at the border because of the previous exclusion. They will want to see evidence that the situation has changed and might very well only grant you a few days/weeks to remain in Canada with your spouse.

It will not effect your ongoing spousal application, unless they issue you another exclusion order for some reason.

My only question is this. Will they work on an application for sponsorship while an exclusion order is still in effect?
