Hi,

I have already entered via COPR once about 3 years back. By the time I was supposed to fly back (outside of Canada) my PR card has not arrived until.
So can someone pls advise if I can enter again on COPR because the PR card is still at my couson's address in Tornoto.

No - you cannot. You need either a valid PR card or valid PR Travel Document to board a flight and return. Alternatively you can fly to the US and re-enter Canada through a land border.

Your cousin should mail the PR card to you.
 
Thanks both for the clarification. My PR card is in the mail but due to mail restrictions it's taking more time than usual so not sure if it will come in time before my departure date. It's already been 5 weeks by mail and it seems still hasn't left Canada and not sure how much more time due.
And don't have enough time for PRTD because the processing time could be upto 8 weeks and with christmas may be even longer.
So guess only way is to go to buffalo and then rent a car. Is COPR valid if i take a bus or would i need a PRTD?

You need a PRTD to take any form of public transit, including a bus. So bus is not an option. Options are: rent a car, have a friend pick you up in their car, take a taxi to a border with a walkable crossing and then cross on foot.

You'll need to get a moledular PCR test once once you land in the US and before you come to Canada. So make sure you leave time for that (and make sure you take the right test).

Suggest you rent a taxi from Buffalo to Rainbow bridge and walk on foot to the border.
