Enter EE pool with ongoing WP process

Is it wiser to wait till WP is approved before entering the EE pool?
I know they are different processes but one of the criteria for WP approval is proof that you'll return to your home country once it expires.
Won't entering into the EE pool show that you have a desire to stay in Canada permanently?

Hi, I did that this year, I first entered the pool on February then applied to work permit in the beginning of March. My work permit was approved recently but they asked additional files this time for the first time, but still everything went well and I got approved at the end
