English proficiency

Anyone with this experience!

I did my first degree and masters degree in english. Do I need certificates of english? Or is it ok, if I can provide letter that I studied in english?

If you are not a native (born in USA, canada,UK,Australia) english speaker you need IELTS.
Even if you have done 30 of years of english education.

Alternatively, you can write a letter to prove your english skill. But eventually CIC will ask for IELTS test results.

Not eventually, they might not ask for it (test result) if he does not need up to 16 points in English proficiency to get to the pass mark (67).

I am not from an English country and did only two years ( master) in Canada, I submitted TOEFL results, and was not asked for IELTS. It depends on the strong evidence you can submit that shows your strong English.
