Hi, I am interested in aipp program. I hired a lawyer. He started helping me with finding a job in PEI. I got an offer. However, I just discovered that this company as per PEI website is not one of the designated employer list. Is this normal or can be a fraud or spam. Now lawyer mentioned that we have to move to the settlement plan therefore he started to find a house for me and now requesting me to pay 3 months in advance to secure the rent and therefore will apply for endorsement. That's very much like a scam. I see lots of red flags with this. A settlement plan shouldn't include prepaid accommodation, as you have no idea if your application would even be accepted.

I suspect that you are being scammed by the lawyer.
