End of year is approaching - What if PN process is not completed in 2015?

I applied for Ontario PNP. It seems likely that I won't even receive AOR this year - or at least the Provincial Nomination process will certainly not be completed this year. So what happens in that case from the perspective of federal immigration? Do we know that Express Entry system will stay the same in 2016? What if the EE system changes drastically? Any information or opinion are highly appreciated.

they've spent millions on this new system and its still in the introductory stages. Regardless of who's elected next week, Express Entry isn't going anywhere.

What happens to my application when the full quota has been reached?

Ontario Immigration Applications are processed on a first-come, first-served basis. When the program reaches its target, submitted applications will be assessed in the next calendar year. All applications received will be processed. The processing fee is non-refundable, but guarantees the processing of the application irrespective of the calendar year.
