Employer refused to write 'To whom it may concern' in Job reference letter

Hi,

I have not told my employer that I'm applying for canadian immigration and said its just a tourist visa for another western country. They will issue me a job letter but will not write 'to whom it may concern' instead, it will be addressed to the embassy of that particular country.

Can this job letter be uploaded with my application along with a letter of explanation stating that I had not told my employer about canadian immigration? Please advice.
