Hello folks, i have a question regarding the employer reference letter.

The letter that i currently have from my previous employer satisfies all of the requirements including a section with skills and responsibilities. The letter is addressed to a specific organization though and doesn't have the usual "to whomsoever it may concern" tag. Would such a letter be permissible by CIC or do i need to get another letter from the previous employer?

It should be acceptable as long as it is on the company letterhead and mentions the contact details of the person who's signed it along with the company's contact details in the footer or something. You could just add a line in the LOE stating the same (that it was difficult for you to get a fresh one since you don't work there but the current one already outlines everything that's required) But I don't think that's strictly necessary.
