My employer does not provide an experience letter. Hence I have attached same letter provided to me when my employer applied for my work permit extension. Also included T4, pay slips, promotion letter, salary increase letter. Will this be sufficient?
 
You probably also need to write an explanation in details of what happened and what other documents you have provided in lieu of employer letter. The risk is that all other information such as letter to apply for wp are not updated which did not reflect what actually you had performed.

Also, you may attach the email where your employer refused to provide such letter and hope the best!

the checklist gives some other alternatives to justify and the new OP 25A also narrows down of what you should justify your employment status in Canada, just take a read!
