Eligible in PNP MANITOBA - But close relative in Quebec. what should I do ?

Please help ....

I am applying to winnipeg with distant relative as a sponsor , however, I have my mothers's brother and sister living in Quebec as citizens. Will this lead to deduction of 100 points (i have total of 370 ) ?

Nevertheless, should I still apply and attach a statement saying i would never settle in Quebec being a french colony etc . ? Will they consider ?
