Eligible for Post Grad Work Permit?

Question for you guys, apologies if this belongs in a different section.

My hubby and I are waiting on PR, and we know it may take 11 months+.
I am wondering if when he finishes his program in November 2012 he can get a Post Grad work permit until we get PR.
His Student visa does not expire until Feb, 2013.

Here is the requirement I am concerned about:
-You must have studied full time in Canada and you must have completed a program of study that lasted at least eight months.
His program runs April 14th, 2012 to Nov 14th, 2012... does that count as 7 months, or 8 months?
If it counts as 7 months, he could take his last few courses differently, which would bump it up to 8 months, would that work?

7 months. But if the course is only 7 months trying to drag it out to 8 will probably not work.
