Eligibility to apply under CEC?

Hi,

My friend stayed in 2011 to 2012 and 2012 to 2013 for an year in canada and left 8 months ago. Does she need to apply under CEC with in an year from the date she left or there is no limitation ? And she is in India now, If she can apply, to which office she need to send her application. Please advise.

If the above dates qualify the criteria below then your friend is eligible to apply. There is no rule that says "with in an year from the date he/she left canada"

"have at least 12 months of full-time (or an equal amount in part-time) skilled work experience in Canada in the three years before you apply,"

As crama already correctly stated, the experience has to be gained within the last three years. That's all there is to it,
when he gained it exactly doesn't matter and it also doesn't matter when he left.

That was an old rule, does not apply anymore. The only rule is that the qualifying experience has to be within the 3 years preceding the application -
