Eligibility review required

Posting on behalf of a friend:

I just received my GCMS notes and under the activity section the officer wrote eligibility review required, but under the notes itself the label is “general” and his recommendation is “review required adverse stat question” (I was denied a study visa to another country), but he mentioned that he believed that my husband and I are in a genuine relationship. As far as I understand from the notes he is recommended further review because of this visa rejection, so why did he label it under eligibility?
