Eligibility for SPP for more than 5 years gap with 4.10 years experience

Hi,

I have completed my Under-graduation in the year 2012 and currently i am working I have 4 years and 10 months of experience and I just wanted to know that whether i am eligible or not for applying study program under SPP permit. I am planning for graduate certificate program for 2018 fall.
