Please advice if i am eligible to apply for canada immigration as i fullfill the requirement of 67 points but when i assess my CRS score it is approximately 350 plus should i continue to apply or leave it.
I checked my CRS score in CIC website
 
You are eligible but with that CRS you won't get an invitation as the current cut off is 440-449
 
I recently did ECA for immigration purpose but later i joined this forum and found that we should have a CRS score of 430 and above.
Even if i write IELTS and get a good score i cant make it upto 430.

No one can provide you with a clear answer with your statement. You might have been using the CRS score based on assumptions, which may or may not be real. So if you are serious about immigrating to Canada, you need initiate the below. Later you will have a very clear picture on the path.

1st get your credentials assessed with WES Canada.
In parallel appear for IELTS, you will know where you stand with the IELTS results in hand.

Without the above two requirements you cannot come to a conclusion at all.

If you achieve the maximum possible scores in ielts and still you're below 440 then you can look into other options to increase your score.
1. Taking TEF - French language test
2. Obtaining another PG diploma
3. Getting married to person with impeccable English and a masters degree

And if you a sibling that is Canadian national or PR that can also give you points
