eligibility changed to in progress, but back to not started again

Hello guys,
I submitted my application for tourist visa in Jan 22, and the eligibility changed to in progress on Feb 20 (2 days ago), but today again changed to Not Started.

I'm wondering if there is someone who has experienced the same situation.

Could just mean a new Officer has been assigned and has not opened your file.
