CIC has currently 2 systems running in parallel.
I hope I am wrong but the old system might get some (if not most) of the planned ITAs for 2015.

Just stop making hysterical guesses like these. It's not a news that the two systems are running parallel and they don't interfere with each other

But at the current rate of things going along, it seems CIC don't actually know what they are doing either. I don't even know how are they getting to their targets.
