EE for Indian Army officers

Can my wife apply under EE program given that I am a serving Indian officer. Is my service a rejection criteria for her PR?
or is there any chance wherein I can also apply for PR post sanction of NOC from my department?

Not a major issue. Foreign military service would be a serious problem only if you were involved in war crimes or engaged in hostilities against Canada.
