Hello,

I am under the impression that if granted PR under the EE program the applicant has to submit a letter of intention that she will not live in Quebec. Is this true? Is there a time limit on this intention? What are the legal consequences?

We would like to relocate to Canada and are not sure where we will live yet, but are considering Ontario or Quebec. However, the Quebec program seems to take much longer and be more confusing than the EE program. But what if we end up wanting to live in Montreal, for example? Is it forbidden? If yes, is it indefinitely or temporarily?

No such thing. But if you apply to EE, you cannot choose QC as your intended destination in your application.

AFTER you become a PR, you have the freedom to choose wherever you want to live in Canada, including QC

The letter of intent is only requested (during the processing of one's application) to those who are living in Quebec or in some cases those who have lived the in the past.
