EE application while PNP application is in process?

Hi all, does anybody tried to apply under EE while PNP application is still in process? Can I (technically speaking) do it? I applied under Ontario PNP stream in August 2014 (paper application). So, soon my application will be on its third year of processing time and no results yet. Calls, e-mails, MP - I have tried everything. My Medical exam is valid just till June 8th.
My question is can I apply under EE hoping to get results sooner?

Yes, you can, so long as you're willing to pay the fees.

Yes you can, but you should also order GCMS notes to see what's going on with your file. Almost 3 years is a really long period of time.

I order GCMS notes every single month for last 6-8 months. Nothing going on with my file except additional comments like "received a call from MP office" etc. Last update was almost a year ago - "Medical received".

Considering the ridiculous wait time you seem to have endured already, if you can afford the additonal fees, I would go for it.
