After High School (12), if a person completes three (1+1+1) full time vocational diplomas (Duration: 1 year for each), So now he has 15 years of full time education.

Can he claim 22 points as

"A three-year diploma, trade certificate or apprenticeship AND at least 15 years of full-time or full-time equivalent study - 22 Points"

No, you can't "stack" education at the same level. Read the Federal Court of Appeal decision in Khan http://decisions.fca-caf.gc.ca/en/2011/2011fca339/2011fca339.html So in the above he would be credited with a 1 year diploma and 13 years of education. 15 points.
 
In which case they consider distance learning/online/part time qualification as equivalent to full time?
 
I think that half time education can be calculated as half of full time as work experience.
