1) Do we need to get all (Masters, Bachelors ,Secondary & Primary School) our qualifications to be evaluated by WES or ICAS ?

2) Few are saying only highest degree or few are saying all or few are saying only masters and bachelors. ? Is there any link on CIC website which tells whether we should do all or one etc ?

I would say there is no specific answer for that. Better send both Bachelors and Masters so that they can evaluate your degrees properly. P.S. I haven't applied for WES report as my education is based in Canada.

Education points are granted based on a specific credential. If you have say, a PhD, then you will get 25 points for this credential. There is no point getting other credentials (like Masters, Bachelors etc) assessed, because (i) you won't get any more points for those, and (ii) they are already included as requirements under the higher degree.

But you do need to send copies of all degree certificates to CIC along with your application though.
