If I had to guess, I would bet there will be charges for each degree. Check out the cost involved in credential assessment for educational institutions to get an idea. I see this extra step could create issues in the same way PCC did in the past. Some countries are efficient and provide PCC within days. Other countries take ages. When there is a CAP on the number of applications this becomes a significant issue. To make it fair, the PCC became "recommended" but not mandatory at the initial application stage. If there are national discrepancies in credential evaluation, I hope they will be handled equitably.
