Education loan and SDS

Hi, I'm Ashu
My IELTS score is 7.5, and I also received a LOA from a Canadian College.
Paid my GIC too
As for my fees I went for education loan (Loan got approved), but the bank providing me loan refused to pay full one year fees for my course and will pay semester wise. (It's a one year program)
Now my question is am I eligible for SDS or not?
