For the PR application, is a Certification of Degree which is a document printed on my university's office letterhead stating my name of record, degree conferred, and date of graduation, and then signed and sealed by a University official enough to confirm my Canadian university degree?

It should be, sounds official enough to me! Not sure if you are submitting online or sending papers. Just remember not to send the original documents. You won't get them back.
