What does the ECA say for Canadian Equivalency and in the Remarks section?

You can't claim points for a non-recognized university. What university is it? Perhaps if you share here someone can give you insight on how/if it's possible another ECA provider will recognize it.

Secondary school diploma and Diploma( 2 years). My friend received report. I also studied in the same polytechnic. Education State board of Technical education accepted but institution name is not in list. I wounder ECA report count pointa or not?
