ECA for Australian Qualifications

Hey fellas.
Couple of questions.
I have completed Bachelors Degree from Australian university.Now i have also completed Certificate IV in Project Management from australian institute.I'd like to ask if it would be assessed as "two or more" for ECA?
Please also recommend best evaluation authority for assessing Australian education ?

You won't be able to get an affirmative response at this platform. It can only be confirmed ECA report of the evaluation bodies.
