ECA: Diploma from a non-recognized institution - What does it mean by that?

I've finally got my ECA from WES but couldn't be glad with what they say.

Credential: Graduation Certificate
Canadian Equivalency: Diploma from a non-recognized institution

And there is no mention about length of the education I received.
Is 'non-recognized' only for CIC or for the general colleges and university as well?
In this case, Am I qualified to apply as a postgraduate-certificate course which requires a diploma?

WES evaluation is pretty much useless for admission or study permit purpose. Not required for admission or visa application.
