Is the processing time showed in (Processing times for sponsorship of spouses, common-law or conjugal partners and dependent children applications) on CIC site counts the period from the time of Application received (May 2011) or from the time (We started processing your application on October 21, 2013).

The processing time counts from the moment the Visa Office gets the file. That's a few weeks after Sponsorship Approval.
