You would apply through an economic immigration program like Express Entry.
Note that you will not be able to work as a doctor when you arrive in Canada. You will need to go through a re-certification process before you will be able to work as a doctor in Canada. This process typically takes a number of years. I would recommend you research this process before considering coming to Canada so that you understand what it will take and how long / expensive it will be.
You will have take numerous exam costing between 25k to 35k. I know a few doctors who came to canada and are now driving uber.
Choose wisely.
Most physician are unable to get licensed in Canada. Yes you have to pay a lot of money and pass licensing exams but the big issue is getting a residency spots. This year there were around 50 spots left for all the IMGs and Canadian medical students that didn’t match. 2/3 of the spots are in family medicine. There are usually at least 1500 IMGs or foreign medical school graduates vying for these leftover residency spots or a spot in a few of the family medicine programs for underserviced areas. Odds aren’t good. IMGs should only move to Canada if they are happy not practicing medicine.
