My last application was non-SDS which was refused. This time I am applying via SDS. I have already paid the first year fees and GIC. My question is - I don't see a proof of funds section here with SDS. So, should I attach my bank statements, investment details, balance certificates etc like I did last time or just 1st year fees payment receipt + GIC would suffice.

I applied from my current residence country (Saudi Arabia) so the usual immigration status being temporary and also my bachelor according to the VO was at a higher level than a post graduate certificate.

These were the reasons in my refusal.
• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on the purpose of your visit.
• Pursuant to paragraph 220(a) of the IRPA, I am not satisfied that you have sufficient and available financial resources, without working in Canada, to pay the tuition fees for the course or program of studies that you intend to pursue.
• Given the applicant's previous education and/or employment history, I am not satisfied that the motivation to pursue this particular program at this point in time in Canada is reasonable. Refused under R216(1)(b).

I ordered GCMS notes and this is what it contained:
- Given the applicant's previous education and/or employment history, I am not satisfied that the motivation to pursue this particular program at this point in time in Canada is reasonable; See LOA.
- Insufficient proof of financial status; I have concerns regarding applicant's ability to support self and studies in Canada; see proof of funds on file.
Therefore I am not satisfied that the applicant would be a bona fide student in Canada who will leave Canada by the end of the period authorized for their stay. Application refused.

The notes don't give me much info. Ok, I get that part of "previous education and/or employment history" and I have prepared a better SOP this time, I think. However, if they want to refuse then they will always do that with the same reasoning.
For the "Insufficient proof of financial status" part, I don't know what they mean. Which part is insufficient ? I showed 3 times the course fee supported with balance certificate, bank statement, 10k fees prepaid, 10k GIC, investment details from the bank (Fixed deposit and mutual funds). So, god knows what they mean by this. I can't add anything new this time because I don't know what's wrong.
I have made some changes. Last time I applied non-SDS. This time I am going via SDS. My course was 12 month long, now my DLI gave me a LoA with 18 month validity. And I paid a total of 20k CAD, so my LOA reflects that the 1st year fees is paid. Total cost of program is 55k CAD.

Your application goes to a new visa officer everytime you apply. This new visa officer might have a different perspective on your application than the previois visa officer. If you get rejected once, doesn’t mean you’re gonna get a rejection everytime you apply. I know this person who applied from China 3 times. After getting 2 rejections, he got his visa accepted the third time. The information which you’ve decided to provide under Clientinformation.pdf is enough. However, if you’re dependent on anyone(sponsor), also attach a letter of support signed by your sponsor.

Although new applications might go to a different VO, they will always refer to notes logged by previous VO and it will be taken in consideration when evaluating the new application. It's important that issues raised by last VO is thoroughly addressed.

Yes, add in all the PoF documents you have. Given your past refusal and VO's comment about funds, you should give sufficient proof even though you are applying via SDS.

I think the main issue in your case is that you are making a major change in career. There's nothing wrong with that, it's just an herculean task to convince VO that you are genuinely interested in pursuing this path.

From what I've read in discuss with you in past threads, I believe you have what to takes to swing the VO's decision in your favour. Goodluck :).
