most likely because background checks take longer than for US applicants ( there are closer ties between US and Canada so the backgrounds checks are easier to do, and there is no language barrier).

The problem with Pakistan is that it is bordered with Afghanistan , therefore security clearances are triple checked ,to filter out the bad guys.
